A specific agreement is an agreement of wills where they create rights and generate contractual obligations arising out of a specific need, are set out specific responsibilities, as well as specific activities to be developed by a certain time. Usually it follows a convention of inter-agency cooperation, or institutional and lays the foundations concrete work in any of the areas that have been established in the framework convention.
